From Your Board of Directors

    It has been reported to us that the agenda for the National IWLA convention scheduled for July 18-21 will include the items below.  If these items are correct, it seems to indicate that the National Executive Board is continuing to move toward management of all assets down to State and Chapter level.  If, as National has previously stated, they do not have future designs on State and local Chapter assets, many of the current and proposed National By-laws do not seem to make sense.   The Officers and Board of Directors of the Arlington-Fairfax Chapter are opposed to ALL of these changes.  Read the proposed changes carefully.  We think you will see why we oppose them.

Proposed Changes to the National IWLA By-laws

   A proposed change to Section 5.1.a takes the power to suspend or revoke a Chapter’s Charter from the State Division; and gives that power to the IWLA National Executive Board.
   A proposed change to Section 5.2 makes National By-laws take effect if there is a difference between National By-laws and local By-laws.  It also adds a requirement that a 2/3 vote of the membership is required for any Chapter asset transfer over 10%.
   A new Section (5.3) states “all new and existing Chapters shall comply with all provisions in these National By-laws”.  This effectively removes certain protections currently afforded existing Chapters.
   A proposed change to Section 11.1.a adds three (3) new positions to the National Executive Board.  The three new members will be elected by the current National Executive Board.
   A proposed change to Section 11.8 states that the requirement to be a National Director, in order to be an Executive Board member, only applies to those Executive Board members elected by the Board of Directors.  Should the proposed change to Section 11.1.a. pass, this effectively allows the current Executive Board to appoint anyone to the Executive Board.
   A proposed change to Section 16.8 allows the Executive Board, with a 2/3 majority, to revoke the membership of any IWLA member.  There is no appeal process.

Chapter Election Results

    With over 270 members casting ballots, election results reported at the July 18 Membership Meeting were: Vice President, Tom Ciarula; Treasurer, Bob Crisman; Conservation, Mike Cinnamon; Education & Training, Bucky Sills; Skeet & Trap, Bob Brino; Target Archery, Leroy Anderson; Youth Activities, Rich Stibrik; Directors-at large, Tom Pike, Clayton Miller and Pat McCrory.  The newly elected officers will be installed at the August 15 Membership Meeting.

Lead Management Plan

    As has been briefed at recent Membership Meetings, we have been moving forward with developing a lead management plan for the Arlington-Fairfax Chapter property.   Starting about three years ago, your Officers and Board of Directors
committed to develop a comprehensive lead management plan that would protect our property far into the future. That plan is just now coming into existence. We have been working on the issue for a couple of years now; and we have now contracted with an outside firm to assist us in the process.
     Our first step in developing this plan has been to assess our property and develop  a baseline. That means taking readings and recording the results in order to be able to measure any future improvements or changes. At various times, you may have noticed people moving around, taking soil and water samples and the like. Those people, who include members of our Chapter, are helping develop the baseline we will use in developing our plan   
     Part of the process is doing various tests of the water on our property, including our pond. While these tests are underway, we have placed a “Catch and Release” policy on fishing in the pond.  Until these tests are complete, we will maintain the Catch and Release policy. Bear with us.  We’ll have the pond re-opened for fishing soon.
     Another part of the process will be developing a process of lead removal; literally recovering the shotgun pellets fired on the Skeet and Trap ranges; and the bullets fired at the Rifle and Pistol Range. Again, we will be working with an outside contractor to get that done. Hopefully, we can do this without unduly disrupting the normal shooting schedule at the ranges.
     Your Officers and Board of Directors are committed to developing a Lead Management Plan for our Chapter. Only by doing so can we both ensure our ability to operate our ranges, far into the future; and ensure we can do so without outside involvement. Our intent is to use our property to try various methods of lead management; see how those methods work; and then share the data with other Izaak Walton Chapters, and, indeed, any other shooting facilities that may be interested.
     A few years ago, the Izaak Walton League of America (IWLA) and the Environmental Protection Agency (EPA) signed an agreement to work together to develop a set of “Best Management Practices” for lead management.  That agreement was signed right here at our Chapter.   Now it will be put into effect  right here at our Chapter, and we will be fulfilling the promise of IWLA; to be good stewards of our property and our environment.
